In the interest of the service, the following are designated as Focal Persons for the different AFMA components and MFOs

The Focal Persons will have the following functions:

a. Formulate, in consultation with other DA operating units and GMA Program Directorates, a strategic plan for their respective component of his/her responsibility;

b. Work closely with operating units/agencies and the GMA Program Directorates in the preparation of their respective annual work and financial plans, ensuring that projects and activities for the component of concern is in accordance with the strategic plan formulated in (a);

c. Act as catalyst in fastracking the implementation of the AFMA component under their jurisdiction;

d. Orchestrate the monitoring and preparation of monthly updates on physical and financial status for submission to the Office of the Secretary;

e. Analyze accomplishments versus targets and identify reasons for variance/gaps;

f. Spearhead immediate implementation of follow-through actions/remedial measures on identified problems/gaps; and

g. Conduct regular meetings of component members.

To effectively carry out the above functions, the Focal Persons are instructed to draft a Special Order nominating specific officers/staff that would constitute a Working Group under his/her direct supervision.

Expenses for the operationalization of this Order shall be charged to the Office of the Secretary, subject to usual accounting and auditing rules and regulations.

This Special Order revokes previous orders inconsistent with this.
