This Strategic Plan (2002-2004) lays down the path that the National Agricultural and Fishery Council, an attached agency of the Department of Agriculture, will take over the medium-term to fulfil its mandate in the most efficient and effective way.

            It defines the common future --- expressed in a newly minted vision and values statement --- agreed on by the agency’s staff and stakeholders and identifies the development themes on which the agency’s operation will focus. Finally, it lays down the strategic directions for the agency. Formulated on the basis of a thorough evaluation of the agency’s internal strengths and weaknesses, and the opportunities and threats it faces, as well as on a keen sense of its mandates, these strategies are expected to generate for the agency the greatest contribution and impact to agriculture and fisheries development over the plan period.
