The National Agricultural and Fishery Council (NAFC) continues to adopt and embrace the Gender and Development (GAD) concepts and principles as a way to recognize women as agents of development and not merely as passive recipients of development assistance.

The implementation of the GAD initiatives is also a way to neutralize the role of men and women in terms of how the social, economical, political and cultural forces create differences among genders. The agency also formulates policies for a gender-responsive development and implements programs and projects in accordance with GAD principles.
